Always displays "Downloading configuration updates" at start

Before, when the OS was up to date and booting happened, we only saw the ChimeraOS logo in the background.

When there were updates, generally following a new OS install/reboot, I would see this message, followed by "Applying 1/3 -> 2/3 -> 3/3" and to then be greeted by UI.

In the last year or so, it constantly been showing up while booting. Is this part of the new normal?

The report names no files, tests, or entry points; begin by reproducing a boot on an up-to-date ChimeraOS installation and tracing the configuration-update startup path. Done means determining whether the message is expected or identifying why it appears when no updates are available.
