User Story: Implement Inquiries

As someone who has questions about why something isn't working on my car, I want to be able to be upload my problem and have someone with experience respond to me within minutes.

The issue does not name any files, tests, or entry points. First clarify how users upload a car problem, how experienced users receive and respond to inquiries, and what response timing and completion criteria should be; the issue is done when that workflow is defined and implemented.
