Description

### Problem to solve

Lets say I am dealing with an issue on my computer and online I find a similar or same problem someone else experienced but the solution didn't help.

### Desired outcome

There should be a way to continue off of a closed ticket. This should allow for quicker ticket completion as it shows what steps you should try before needing additional help. Since none of the solutions from before helped, technicians can narrow down what the possible issue could be faster.

### Proposed solution

Allow for users to reopen a ticket that's similar or is the same as their issue.

### Alternatives considered

We could do a comment section instead on a ticket so the main solution is still at the top but there will be small conversations for other possibilities.
