[Feature Request] add language to README

HI,
I notice that there are some different version of README haven't be linked to the original README, and I try to fix it in a [commit](https://github.com/ChatGPTNextWeb/NextChat/pull/6655).

It might be helpful to have the version in various language. I'd like to help to add links and add a brand new README with Traditional Chinese.

Would it be alright to proceed with these?

I am student that major in computer science and familar with Traditional Chinese.

Start with the repository's README and the other language versions mentioned in the issue, then review the linked PR 6655 to understand the existing approach. Add links connecting the README translations and provide a Traditional Chinese README; the completed work should make both the navigation and translated content available.
