Cannot scroll in ScrollView when finger is touching chart

## What did you do?

I have line chart that can be zoomed. I put that chart in ScrollView

## What did you expect to happen?

I expected regular scrolling.
It worked before I updated on 4.0 charts

## What happened instead?

Instead, when finger is on chart, you cannot scroll a scrollView.
It worked before I updated on 4.0 charts
