Y axis formatting: extend lines into axis and offset data label?

* [ X] I've read, understood, and done my best to follow the [*CONTRIBUTING guidelines](https://github.com/jjatie/Charts/blob/master/CONTRIBUTING.md).
Is is possible to format the axis or style it so the Y axis area displays the axis lines?
Is is possible to offset the data point text to below the line, so if the above extra lines are shown, the text is below (or above) the data line in the Y axis?
