Clean-up and deduplicate blobs and columns helpers

There is some overlap and organizational issues with
`beacon-node/src/util/blobs.ts`
`beacon-node/src/util/dataColumns.ts`

### Expected behavior

Need to make another pass and clean those up before mainnet release ideally
