### Describe the bug

based on this report https://probelab.io/ethereum/block_arrival/2024-29/
and https://ethresear.ch/t/gossipsub-message-propagation-latency/19982
less than 92% of block imported in the first 4s

however lodestar showed 99.6% blocks imported in the first 4s

### Expected behavior

investigate why there are discrepancy:
- is this due to different hardware
- or is this due to I/O lag
need to work with Probe Lab on this
