Design authority-discovery integration with parachains subsystems

## Issue summary

- Subsystems like `gossip-support`, `statement-distribution` and `network-bridge` requires authority-discovery as a dependency. Given that `authority-discovery` is under development we need to plan how the interface looks like and how we can use it.
