Support Latest Polkadot Runtime

Make the necessary changes to allow Gossamer to support the latest Polkadot runtime. This means Gossamer should be able to do the following when running this version of the Polkadot runtime:

- build blocks
- accept transactions
- interoperate with Substrate nodes

Furthermore, this Epic should include the work needed to update Gossamer's `chain` folder with up-to-date chain specifications/runtimes. Ideally, a process will be put into place to make updating the `chain` folder easier.

Start by inspecting the chain folder and its current chain specifications and runtimes. Determine how Gossamer currently builds blocks, accepts transactions, and interoperates with Substrate nodes, then define a repeatable update process and verify those capabilities against the latest Polkadot runtime.
