## Task summary
Early request the availability chunk even before the candidate get backed on chain and core get occupied.
## Acceptance criteria
- [x] early request availability chunk (requester)
- [x] handle chunk request for the candidate not yet backed on chain (responder)
- [x] write test to ensure the new approach works as expected
