Zoom limits not respected by custom geocoder

An extension of #3587. Zoom limits are not respected on a custom geocoder. I am using the following example code, provided from a post in the google forum

and this zooms in past the defined max zoom

Start by reviewing issue #3587 and the custom geocoder example, then reproduce the search flow with a configured maximum zoom. Trace how the returned Cesium.Rectangle is passed to the viewer and identify where zoom limits are lost; done means custom geocoder results respect the configured maximum zoom.
