Unable to zoom in after setting the relative height of vertical exaggeration

### What happened?

This issue comes from https://github.com/CesiumGS/cesium/issues/11936 , I think this is another issue, so I created a new one. If the model is in the air, the reference height can be set to the center of the model, but the camera cannot zoom in.

Open the linked Sandcastle example and reproduce the issue with Exaggeration set to 5 and Relative Height set to 9000, then inspect the camera and vertical-exaggeration behavior involved. Compare zoom-in behavior when the model is in the air with the reference height centered on the model. Done means mouse-wheel zooming works in the reported configuration without breaking the existing reproduction.
