Investigate compilation issues

> Hello, I would like to know the specific versions of Rust and wasm-pack corresponding to the precompiled wasm-splats on npm. I don't know much about Rust and wasm-pack. I tried compiling it myself according to the instructions in the README, and I was able to compile it successfully. However, the wasm-splats.js and wasm_splats_bg.wasm that I compiled are a bit different from the official version on npm and can't be directly used to replace it in Cesium.
