Update dependencies

There are several dependabot warnings related to vulnerabilities in some of the dependencies used by this project. In addition, the Docker image relies on Python 3.9, which has reached end-of-life in October 2025.

We currently cannot really update this, as one of the core dependencies used by the parser, `allennlp`, is in maintenance mode and requires specific versions of `torch` and Python.

This issue is here to document that unless MG Parser is updated to use something else than `allennlp`, the vulnerabilities of this repo are unlikely to be fixed.
