Description
Shalom Zuckerman came up with the idea to enable animated drawings, which would make it possible to express actions accurately.
A simple approach would be to show the animation once, as an animated SVG (or GIF), and then offer the final frame for coloring.
A nicer approach would be to allow arbitrary pause and playback, with coloring possible at any point and colorings retained accross the animation. The feasibility of this variant crucially depends on how SVG is/can be animated; if areas can morph between animation frames while keeping their identity, then it should be doable.

Research direction
No file, test, or entry point is named. First investigate whether SVG animation can preserve drawing-area identity while playback and coloring are active; done would be a documented feasibility decision covering the simple animated SVG/GIF option and the arbitrary pause/playback variant.
