[peace-portal] no filtered source databases by default

When opening the search page, the source database filter automatically includes all sources. The customer wants to include no sources, so the user has to specifically select which databases to search in.

**Describe the solution you'd like**
Upon loading the application, the source database filter should uncheck all values.
