The RERUM Geolocator at http://geo.rerum.io has the interface to provide a URI and pick Point coordinates for that URI. This could be repurposed as a Playground Tool that generates Web Annotations with GeoJSON Point Feature bodies.
Note that the simplest "Save an Object in RERUM" should be used to generate GeoJSON data nodes that are not wrapped in the Web Annotation framework (GeoJSON data that has no particular target).
