Header/Footer On Small Screens

If you pull up the site on your phone or resize your browser window to the size of a phone/phablet you will see the issues. The header overruns itself and the footer goes a little crazy.

For these small screen sizes, items in the footer should break down to just icons. For the header, maybe we can hide the text shimmer.
