Provide a Manifest to View

The base page (which users can't get to without knowing to try it manually) accepts a manifest and loads it into view mode.

However, they always get the T-REX because it can't pass the permission checks (because the array of permitted manifest for the given user is empty, and so no checks pass).

To allow this interface in T-PEN to show a provided manifest (no editing possible, no transcription will save), we need to make the manifest for viewing pass permission and IPR checks via some mechanism.
