Related to #472 and also see #364
The particular user we are talking about here is one that has an account and is logged in but lacks permission to do anything. This could be like a "guest" account where anyone could log into it. This could be a fresh user account that has not done anything yet and is not a part of any project.
Purely going off of imagination - there could be an interface that lets you search TPEN Projects by title. This page would not require authentication. Users could see projects by title or subject matter, see one they like, then request access as who they are logged in as.
What current interfaces / components in the code could be used by TPEN Users without any permission checks? We want registered users to have some as many chances to encounter TPEN data as is reasonable and appropriate.
