AI always gives Cheering Crowd the +1/+1 counter

**Describe the bug**
Cheering Crowd's optional trigger makes it bigger but gives the player whose turn it is colorless mana in their first main phase. Currently the AI will always choose to give it the counter.

While it may be difficult to figure out the logic if it wants the mana, it seems that it may be preferable to never give it the counter every turn vs always giving the counter.
