Description
**Describe the bug**
Player can't press autopay if it hasn't untapped lands even if it has mana-dorks
**To Reproduce**
Steps to reproduce the behavior:
1. Player hasn't untapped lands but has untapped Noble Hierarch without summoning sickness
2. Player has Tamiyo's Safekeeping in hands
3. Player tries to cast Tamiyo's Safekeeping and chooses target
4. Autopay doesn't work but player can tap Noble Hierarch for mana
**Expected behavior**
Autopay should work with mana-dorks
