**Describe the bug**
AI doesn't pay 0 to cast spells with As Foretold, even if there are enough counters on As Foretold.
**To Reproduce**
Steps to reproduce the behavior:
1. AI has As Foretold with 1+ counters
2. AI has Ancestral Vision in hands
3. AI doesn't cast Ancestral Vision
**Expected behavior**
AI should pay 0 to cast spells with As Foretold if there are enough counters on As Foretold.
**Desktop**
