**Describe the bug**
AI casts Preordain with first ability of Teferi, Time Raveler in player's upkeep, not at the end of player's turn
**To Reproduce**
Steps to reproduce the behavior:
1. AI has Teferi, Time Raveler
2. AI activates first ability of Teferi, Time Raveler
3. AI passes the turn
4. AI casts Preordain in player's upkeep
**Expected behavior**
AI should cast Preordain with first ability of Teferi, Time Raveler at the end of player's turn
