Urza Academy Headmaster Freezes AI

**Describe the bug**
Whenever I try to use Urza, Academy Headmasters loyalty abilities he seems freeze the AI and it say waiting for a response from the AI.

**To Reproduce**
Play Urza, Academy Headmaster and you activity his loyalty ability when the AI has several cards on there side of the field. You get the waiting for the opponent prompt indefinitely.

**Expected behavior**
The loyalty ability to resolve.

**Additional context**
All loyaly abilities seem to do this with Urza, Acadmy Headmaster. It does resolve if the opponents board is fairly simple like 1 creature and a land.
