Description

**Describe the bug**
AI doesn't clear negative perpetual effects from their commander. Not sure if players have the option to do so.

**To Reproduce**
1. Have AI put their commander on the battlefield.
2. Cast a card such as Patriar's Humiliation that applies a negative effect to the AI's commander.

**Expected behavior**
MTGA patch notes from 2022.16.0 say
"**Brawl Commanders & Perpetual Effects**

- We are adjusting the rules around Brawl Commanders and Perpetual to make the two mechanics play better together
- As you move your commander to the command zone, you may choose to remove all perpetual effects on that Commander
- That this is all or nothing choice; you cannot pick and choose effects to keep"

The AI should choose to do this if something like Patriar's Humiliation was cast on their commander (having a commander with no rules text is pretty bad!). Players should have the option to do this, too (though I haven't tested if they have that choice).
