**Describe the bug**
AI sacrifices fetchlands and puts tapped shockland/triom on the battlefield in its own turn. In this way AI denies itself the opportunity to respond to anything
**To Reproduce**
Steps to reproduce the behavior:
1. AI plays Arid Mesa
2. AI sacrifices Arid Mesa at its turn
3. AI puts Steam Vents onto the battlefield tapped and passes the turn
**Expected behavior**
AI should sacrifice fetchlands either at the end of the opponent's turn by putting tapped shockland/triom on the battlefield, or on its own turn by putting untapped shockland on the battlefield to cast something
