Cleaner Handler to perform service actions

In the main template we would like to be able to register extensions for the package deployer, The ideal way is to have handlers that are invoked for the specific stage.

Start with the main template and its package deployer integration. Map the deployment stages and any existing extension points before deciding how stage-specific handlers should be registered. Done means service-action handlers can be registered for the relevant stages and are invoked at those stages, with the deployment behavior verified.
