Development Dashboard with historical data: cumulative effect of smoke and cumulative hours of exposure.

While the red/yellow/green dashboard shows real-time exposure and status of a firefighter at a point in time, the aggregated data of what they were exposed to is captured in the database. This will need to be plotted on a dashboard. We can possibly reuse elements from the [Carbon Design System](https://www.carbondesignsystem.com/data-visualization/dashboards) or other graphing libraries.
