Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
- A neutral, trustworthy, and competent organization to hold the data
- An organization with the technical ability to own and host the data
- Clear agreements on access to data for Call for Code for Racial Justice

### Technical Requirements
- Create framework for database curation
