CI/CD with Github actions in Open Sentencing Aggregator

Manual cloud deployments are tedious.

### Describe the solution you'd like
Once we've validated our manual deployments we would like to haveCI/CD for aggregators to deploy easily to cloud.

### Tasks

Add github actions for:
- [ ] deployment
- [ ] unit testing depends on #28
- [ ] building
- [ ] linting

### Acceptance Criteria
Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
