Include Intel xe fan control patch series 168027 Include Intel xe fan control patch series 168027

### Motivation / use case

The stock xe driver only exposes read-only fan1_input for Intel Arc Battlemage GPUs. Users cannot control fan speed, noise levels, or set custom temperature curves. The only workaround currently is building a custom kernel, which is not practical for most users.
