[Bug]: CachyOS Installer 'Keyboard' settings page doesn't do anything

### Description

When installing CachyOS from the live ISO, there is a keyboard layout settings step. This step doesn't work and does nothing. It fails in at least 2 ways.

### Steps to Reproduce

1. Use the GUI installer and reach the keyboard layout screen.
2. Select a non-Latin layout, for example the Hebrew layout selected in the screenshot above.
3. Use the test textbox on the bottom-left. The selected layout is not activated, making the test area useless.
4. Continue with the installation and install CachyOS. Boot into the new OS. The keyboard layout you selected is not active and must be activated manually in system settings. It's as if you never selected anything.

### Expected Behavior

- The test area must reflect the selected layout
- The selected keyboard layout must be configured in CachyOS, otherwise why even ask?
- (Might require more research into best practices) If the selected layout is not latin, the QWERTY layout must also be enabled.
- The selected "Switch Keyboard" key combination must also be configured in the installed OS.

### Actual Behavior

Best I can tell, nothing in this step of the installer does anything except the Next button.
