[Bug]: DualSense Controller doesn't turn off on shortcuts/commands

### Description

I am not sure of the packages involved with this bug but it fails on these 2 shortcuts:
1. PS + triangle
2. On steam big picture mode - hold PS then turn off controller

I have tried everything including installing packages and setting rules suggested by AI.

### Steps to reproduce

1. Open Steam
2. Connect DualSense Controller via bluetooth
3. PS + Triangle or Hold PS then Select Turn off Controller
