[Bug]: Bluetooth and Audio panel showing as off/muted when they're not

### Description

After my system went to sleep, turning it back on shows the Bluetooth in the top-right panel disabled (despite being connected):

and the sound as muted (also top-right--not sure what the correct name is in Cosmic, but the system tray?):

### Steps to Reproduce

1. Connect BT and listen to music
2. Leave laptop
3. Come back and wake up from sleep

### Expected Behavior

Icons stay the same / reflecting actual status.
