Managing Widgets on KDE Panels broken when Second Panel on Top

When managing a panel in KDE Plasma, the ability to delete a widget is hidden behind the panel itself (see screenshot). I suspect this is an issue upstream and not just with CachyOS.

Steps to reproduce:
1. Set a panel to the top position.
2. Create a second panel, position it on the top and align it either right or left.
3. Add a widget or two to the newly created panel.
4. In the panel configuration, hover over one of the widgets to try and remove it, with the remove option being hidden.
5. Moving the new panel back to the bottom restores all of the options for the widget.
