Description
## Problem
cachyos-settings package for Fedora breaks DNS resolving when installed on a system where systemd-resolved is not installed, since it forces NetworkManager to set resolver to systemd-resolved.
## Proposed solutions
This NetworkManager setting should either be a separate package that only gets installed when systemd-resolved is also installed, or cachyos-settings should depend on systemd-resolved to prevent breaking DNS resolving.

Research direction
Locate the cachyos-settings package configuration that forces NetworkManager to use systemd-resolved, then inspect how Fedora installs it when systemd-resolved is absent. Reproduce installation on that setup and verify that DNS continues working after the package dependency or separation is corrected.
