Feature Request: SteamOS Devkit Service package

[The official way to push a game build to Steam Deck](https://partner.steamgames.com/doc/steamdeck/loadgames) depends on a Devkit Service which is not included with CachyOS-Handheld.

[Source code is here](https://gitlab.steamos.cloud/devkit/steamos-devkit-service), perhaps it could be tweaked for CachyOS and packaged in pacman or AUR, probably following an install process similar to [this](https://blog.neon.moe/2022/08/13/steam-deck-devification.html) and reminding user to open port 32000 in their firewall.
