This issue is probably three issues in one:
- [ ] Incorporate a connection to the newly released NWM 3.0 retrospective forcings (developed from the AORC 1.1 dataset)
- [ ] Incorporate the [Teehr library](https://github.com/RTIInternational/teehr/pull/92) into the forcing subsetting capability
- [ ] Extend the input to work with the latest hydrofabric.
