Add ability to disable data download

The administrator interface should allow administrator to disable data download through the web interface. This should also disable data download through web services. Certain agencies and users don't want to share data but do want to show sites and meta
data, they do want to download data if they are logged in as an authorized user (any of the three levels of user). This just disables the web services for download and public interface download.

Start by locating the administrator interface, the web-service download handlers, and the public web-interface download path. Confirm how the three user levels are identified. Done means an administrator can disable public and web-service downloads while authorized users can still download data.
