Web Services: WaterML 2 GetValues method has error

When I use the WateML2 GetValues() method and I specify the startDate and endDate, the WaterML 2 document has an error. It doesn't contain any data after the xml declaration.

Start with the Web Services WaterML 2 GetValues() endpoint shown in the issue and reproduce the request using the supplied startDate and endDate. Trace the response generation and compare it with a request without dates; done means the endpoint returns a valid WaterML 2 document containing the requested data after the XML declaration.
