There is a note at the top of the page that states that the entry boxes with an asterisk by them are required. There are only two boxes without them and the first one which asks for the database username cannot be left blank.

Inspect the HSL installation page and compare the required-field note with the database username field's behavior. Confirm whether the username must be marked as required or whether its validation should change, then verify the corrected behavior when the field is blank.
