MVC - Add Site doesn't work when state has no counties

In the page /sites/add
I add a site. The site is outside the U.S so I set the State to International. The County: field shows quotThis state has no counties.quot When I click quotAdd Sitequot I get a message quotPlease select a Countyquot. So this is an error and I can't
add the site.

Start at the /sites/add page and reproduce the issue by selecting International, confirming that submission still requires a county when the state has no counties. Trace the county validation used by Add Site; done means sites outside the U.S. can be added without a county while states with counties still require one.
