Import a Data File page has error

The Import Data file page of the 2.5 version sends me to the older design layout, and the csv upload process doesn't work, the reply being that the Header format is incorrect, yet, I know I prepare it in the requested format.

Start at the Import Data file page and reproduce the CSV upload using a file in the requested format. Compare the page layout with the current design and investigate the reported header-format response; done means the page uses the current design and accepts a valid CSV upload.
