Rather than a dropdown list of all the states/provinces across the globe we should have a text box that allows users to input their state if international.

Start by comparing the state/province controls in add_source.php, change_source.php, add_site.php, and edit_site.php. Review how each page currently handles the global state list, then make the requested international state text entry consistent across all four pages. It is done when users can enter a state or province directly on each listed page.
