Capabilities DB Configuration Tool: Add ODM Database Not Working

I just pulled down and installed the latest version of the HydroServer Capabilities Database Configuration Tool from the CodePlex site (I used the individual file download). When I click on ODM Databases and then click on the Add button, I get an unhandled
exeption after a long pause. It looks like the form is trying to make a connection to a database before you give it any connection information and it is timing out. If I click on “continue”, it takes me to the form to add the database information. Then, when
I put information for a database into the form that pops up, I get another unhandled exception.
