HydroServer Capabilities Database Configuration Tool: Unhandled Exception when using UI buttons

Issue is reproducible on my machine.
Windows Server 2008 R2 Standard 64-bit, SQL Server 2008 R2, .Net 3.5.1 installed.
HydroServer Capabilities Configuration Tool installs fine. The issue remains the same whether the tool is run as user or as admin. An unhandled exception is thrown when clicking any of the buttons (i.e.: System.Data.SqlClient.SqlException: Invalid object name
'Contacts'). The program does not completely crash since the exception can be dismissed, but obviously it just doesn't work. I attached hydroserver_cdct_exception.txt with the error messages for the Contacts button. The messages are essentially the same for
the other buttons.
