Capabilities Web Service: Error when updating to 1.1.1

I am attempting to update our Hydroserver Capabilities web service to the 1.1.1 version. I basically stopped the service, removed the old files, pasted in the new ones, checked and updated the settings in IIS (I'm on IIS 6), and rebooted IIS. Now when
I try to hit the default page I get the following error:

I'm hoping I just missed something and it's a simple fix, but after reviewing the setting again, I'm not sure how to troubleshoot it.
Our URL is
http://www.his.npca.ca/HydroServerCapabilities/, but I've switched it back to the previous version for the time being.
