HydroServer Website: ESRI Street Map layer is not loading

Sometime in the past couple of weeks, the request for the ESRI street map (ESRI_StreetMap_World_2D) has stopped returning the layer. This behavior has been observed on both our own and the icewater HydroServer websites.
The ESRI_StreetMap_World_2D layer is scheduled for retirement as of December 31, 2010 (see life cycle support status at

http://downloads2.esri.com/support/product%20life%20cycle/online_gis/ArcGISOnlineServ_PLC.pdf) and should be replaced with 'World Street Map (http://www.arcgis.com/home/item.html?id=3b93337983e9436f8db950e38a8629af).
